Assembling and leading the planning team, managing pre-application engagement with the local authority, steering the design through policy requirements and representing the client’s interests through the consent process and any appeal.

Preparing investment committee submissions, managing development finance drawdown, producing funder monitoring reports and maintaining the relationship with debt and equity providers throughout the development period.
Consultant Team Management
Scoping, appointing and managing the full professional team — architect, structural and MEP engineers, planning consultant, cost manager, solicitors and specialist advisors — with clear accountability structures and information management protocols.
Programme & Milestone Control
Building and maintaining the development programme across all workstreams — planning, funding, procurement and construction — with milestone tracking aligned to funding drawdown conditions, planning obligations and forward sale agreements.
Sales, Leasing & Handover
Coordinating sales and leasing agents, managing the marketing programme, overseeing purchaser legal completions and administering the handover process — ensuring the investment case is realised through to the final disposal.

Acting on behalf of lenders, investors and public-sector funders to protect their position throughout the development programme.
Independent Monitoring
Appointed by the funder to provide independent oversight of the development — reviewing construction progress, confirming that the scheme is being built as designed, and reporting objectively to the lending institution throughout the loan term.
Drawdown Certification
Assessment and certification of developer drawdown requests against the agreed cost plan and development programme. We verify that claimed costs are accurate, properly evidenced and align with works completed on site before recommending release of funds.
Risk & Progress Reporting
Regular structured reports to the lender covering construction progress against programme, cost performance against the agreed cost plan, risk events and developer compliance with loan conditions. Clear, objective reporting that protects the funder’s position throughout.
Cost Plan Review
Pre-loan appraisal of the developer’s construction cost plan — stress-testing assumptions, identifying cost risks and contingency adequacy, and advising the lender on whether the scheme is adequately funded before commitment is made.
Contractor & Contract Review
Pre-construction review of the proposed building contract, contractor financial standing and programme — advising the lender on the adequacy of protections, the robustness of the procurement and any conditions that should be placed on fund release.
Practical Completion Sign-off
Final site inspection and report confirming that the development has reached practical completion in accordance with the specification, that defects have been identified and that the funder’s security is unimpaired. The last formal checkpoint before the loan moves to the repayment stage.

How we take a development from appraisal to completion
Site Appraisal & Acquisition Support
We assess sites and opportunities before any financial commitment — running the development appraisal, identifying planning risk, stress-testing the programme assumptions and advising on the acquisition structure. Our analysis gives the client a clear basis for the investment decision rather than a set of aspirational projections.
Planning Strategy & Concept
We assemble the planning and design team, manage pre-application discussions with the local authority and steer the concept design towards a scheme that is both commercially optimised and approvable. We maintain a live planning risk register and advise on the consent strategy — including reserved matters, phasing and S106 negotiation.
Consent & Conditions
We manage the planning application process from submission through to resolution of all pre-commencement conditions. This is a critical programme path — delays here cascade into funding and construction — and we track every condition discharge, legal agreement and technical approval to maintain the timeline.
Funding, Procurement & Mobilisation
We coordinate the funding package alongside construction procurement — ensuring drawdown conditions are aligned with the contract programme, that the contractor is appointed on terms that protect the client, and that the development is ready to start on a date that is defensible to funders and forward purchasers.
Construction & Development Delivery
On-site, we act as the client’s representative — attending progress meetings, reviewing the contractor’s programme, signing off on key milestones and managing the reporting obligations to funders and purchasers. The investment case does not stop at financial close; we continue to protect it through every month of the build period.
Completion, Sales & Disposal
We manage the transition from construction to occupation and sale — coordinating legal completions, managing the marketing and sales agent relationship, overseeing the handover process and administering any forward fund or lease obligations. The project is not closed until the investment is realised.
