Service 07 of 07 — Construction Health & Safety and CDM Advice Health & Safety
Practical CDM 2015 advice and health and safety management, delivered with a specialist partner and managed by October Projects — protecting people and keeping clients compliant from brief to handover.
Overview
Safety that’s managed, not just documented
On most construction projects, health and safety is treated as a paperwork exercise — documents are produced, filed and rarely revisited. Yet under the Construction (Design and Management) Regulations 2015, clients carry legal duties that can’t be delegated, and the consequences of getting them wrong fall on people as well as programmes.
The October Projects health and safety service helps clients understand and discharge those duties from the outset. The service is delivered in partnership with a specialist health and safety consultancy, with October Projects managing the appointment and acting as your single point of contact.
That means you benefit from dedicated health and safety expertise, while we make sure it’s joined up with the programme, cost and contract management of your project — so safety decisions are never taken in isolation from delivery.
Scope of Services
What we do
Delivered with our specialist health and safety partner and managed by October Projects, the service covers client duties, pre-construction information, site monitoring and handover — proportionate to the scale and risk of every project.
CDM 2015 Client Advisory
Guiding clients through their duties under CDM 2015 — including making suitable arrangements for managing the project, notifying the HSE where required and keeping a clear record of how duties have been met.
Principal Designer & Competence Advice
Advising clients on the Principal Designer role and helping to check that designers and contractors have the skills, knowledge, experience and resources for the work.
Pre-Construction Information
Identifying and assembling the information the project team needs to plan safely — existing surveys, asbestos reports, ground conditions, services and site constraints.
Construction Phase Plan Review
Reviewing the Principal Contractor’s Construction Phase Plan before work starts on site, so that significant risks, welfare and site rules are properly addressed.
Site Inspections & Audits
Regular site visits to check that work is being carried out in line with the Construction Phase Plan, with clear, practical reporting and agreed actions.
Health & Safety File
Making sure a complete, usable Health and Safety File is handed over at completion, recording residual risks and the information needed for future maintenance and works.
Our Approach
How we manage safety from brief to occupation
Client Duties & Project Set-Up
We explain your duties under CDM 2015, establish management arrangements, confirm whether the project is notifiable to the HSE and advise on the Principal Designer role.
Pre-Construction Information
We identify gaps in existing information and commission the surveys needed — including asbestos, ground and services — so designers can manage risk through the design.
Tender & Competence
We build health and safety requirements into tender documents, assess contractor competence and resources, and review the Construction Phase Plan before work begins.
Construction Monitoring
Through regular inspections and audits we check that site practice matches the plan, that welfare is adequate and that issues are closed out quickly.
Handover & H&S File
We make sure the Health and Safety File is complete and accurate, residual risks are recorded and the information is handed over in a usable form.
In Use
We support clients after completion with information for maintenance, future works and ongoing compliance across their estate.
