Luisa Smith is a Founding Associate Director at October Projects, bringing over 15 years’ experience as a Quantity Surveyor, Employer’s Agent and commercial specialist supporting major programmes across construction, infrastructure, utilities, defence, energy and nuclear. She has delivered commercial and project management leadership on schemes ranging from multi‑million‑pound workstreams to complex infrastructure programmes exceeding £200 million.

Luisa has held senior roles with organisations including Mace, Dragados, Balfour Beatty Vinci, Turner & Townsend, Costain and GE Alstom. She offers strong expertise in NEC3, NEC4, JCT and FIDIC contracts, alongside deep capability in commercial strategy, contract management, procurement, change control, cost management, claims and negotiation.

Her experience spans both client‑side and contractor environments, enabling her to act as a trusted Employer’s Agent and project management lead. Luisa is known for her strategic approach, attention to detail and collaborative way of working. She builds strong relationships while safeguarding commercial outcomes, helping clients and project teams navigate complex challenges with clarity and confidence.
